UPPER ARLINGTON, Ohio — A standard suburban intersection has entered its fifth year of daily physical re-engineering as two municipal planners remain locked in a theoretical dispute over the optimal deflection angle of a single traffic circle.

Since autumn of 2021, the intersection of Elm and Coventry Roads has been subjected to nightly adjustments by city public works crews. Residents of the surrounding Windermere subdivision must now consult a daily 5:00 a.m. push notification from the city’s transit office to determine whether the roundabout’s central island has been shifted north, compressed into an ellipse, or outfitted with experimental rubber barriers.

The feud pits Senior Civil Engineer Arthur Vance, a proponent of the traditional British radial deflection model, against Deputy Director of Transit Flow Dr. Evelyn Cho, a staunch advocate for the Dutch "passive-yield fluidic" school of thought. At stake is a 14-centimeter zone of contention that dictates how sharply a driver must turn their steering wheel upon entering the junction.

"Dr. Cho’s design invites speed; it practically begs a mid-sized crossover to enter the space at an aggressive 19 miles per hour," said Vance, gesturing to a whiteboard covered in trigonometric equations. "A true roundabout should demand respect. It should force the driver into a defensive, almost submissive 22-degree vector. We are building a community here, not a slipstream."

Cho, however, maintains that Vance’s geometry is "hostile to the human spirit." Under her direction, the circle has occasionally been calibrated to favor "harmonic coasting," which she claims reduces commuter cortisol levels by 4.2 percent, even if it occasionally forces delivery trucks to mount the curb.

"Arthur’s layout is a monument to the steering column," Cho said. "We should be designing for the driver's emotional transition from the commercial corridor to the residential zone. It requires a gentle, sweeping embrace, not a mechanical correction."

For the 14,000 residents who use the intersection daily, the theoretical battle has long since ceased to be a novelty and is now simply a condition of residency. Local real estate listings have begun advertising homes in the area alongside "dynamic navigation adaptability" ratings, and the high school's driver's education program now dedicates an entire week to the Elm Street junction.

"You learn to read the pavement markings," said resident Marcus Thorne, 42, who commutes through the circle twice a day. "If the temporary lines are bright lime green, Dr. Cho won the council meeting the night before, and you can coast right through. If it's the dark orange epoxy, Vance has re-asserted control, and you need to brace your suspension. It keeps you alert."

As winter approaches, both engineers have submitted competing proposals for a new "slush-mitigation layout," which would introduce an experimental, rotating central curb that can be adjusted remotely via a smartphone app. Until the city council votes on the measure, a temporary, 18-month compromise has been implemented, which shifts the circle’s center point by exactly 1.8 millimeters every Tuesday afternoon.
