SPOKANE, Wash.—The Pacific Northwest Broadcast Standards Council convened a formal hearing Thursday to address complaints that veteran KXLY meteorologist Arthur Pendelton delivered a routine autumn weather forecast with an "unacceptably defeatist" tone.

The regulatory inquiry, initiated after 142 local viewers filed formal grievances, does not dispute the scientific accuracy of Pendelton’s predictions. Instead, it focuses on the vocal delivery of his Tuesday evening broadcast, during which he announced a six-day low-pressure system with what the council described as "unwarranted existential gravity."

"The data itself was perfectly sound," said Commission Chair Evelyn Vance during her opening remarks. "Our concern lies with Mr. Pendelton’s choice to pause for four seconds before revealing the high temperature for Thursday, as well as his use of the phrase 'yet another wall of gray' in a cadence that suggested personal resentment toward the Inland Northwest."

According to decibel analysis submitted by the complainant group, Citizens for a Brighter Morning, Pendelton’s vocal pitch dropped by a full minor third when transitioning from the weekend outlook to Monday’s precipitation chart.

"We rely on our weather team to guide us through meteorological transitions, not to act as arbiters of our collective despair," said Spokane resident and lead complainant Marcus Hadley. "When he said 'expect damp conditions through the weekend,' his shoulders visibly slumped. It felt like a condemnation."

Pendelton, who has served as the station's chief meteorologist since 2011, defended his broadcast as "tonally proportional" to the oncoming front.

The commission is currently reviewing tape of the broadcast to determine if Pendelton violated regional broadcasting standards, which mandate that all precipitation forecasts above a 60% probability be accompanied by at least one reassuring remark about regional water table health. If found liable, Pendelton faces a mandatory two-week retraining seminar on constructive cloud-coverage terminology.
